Public buildings connect the people and the city. In every urban fabric, central spaces are allocated for public needs, and civic buildings are built for the wellbeing of the society. When planning such a building the emphasis is on the gradual flow, from the open public space through its entrance hall and into the heart of the building. Thus, the design of the public building combines elements derived from the urban context of the project, with elements which figuratively express its function.
